Production Incentives
Estonia is quoted everywhere as a “40% rebate” territory. That number is real, but it is conditional, and the constraint that actually decides whether you get paid is not the percentage at all.
Eligible Estonian production costs attract a rebate of 30%. That rises to 40% when at least two creative employees on the production are Estonian tax residents.
This is the single most common budgeting error on Estonian shoots. A producer reads “40% cash rebate” in a trade piece, models it at 40%, then discovers during structuring that the creative-residency condition was never met. On a €2,000,000 Estonian spend that is a €200,000 hole in the financing plan — found late, when it is hardest to fill.
The fix is cheap and structural: identify two heads of department, or equivalent creative roles, who are Estonian tax residents, and lock them at the point you commit to Estonia rather than in post.
There is no published per-project cap. What there is instead is a finite pot: the 2026 Film Estonia budget is €9,200,000 for the whole scheme. Every production that qualifies draws from the same €9.2 million.
It is awarded on an open call, first come, first served, with no deadline to apply. That combination has a consequence producers routinely miss: eligibility does not guarantee payment. A perfectly qualifying production that applies late in a strong year can find the fund committed. Applying early is not administrative diligence here — it is part of the financing strategy.
Your project must also show 70% of financing approved, with the Film Estonia support counted toward that total.

These are two different companies, which trips up first-time applicants. The applicant must be a company registered in Estonia, an EU/EEA branch registered in Estonia, or a non-EU subsidiary whose parent has produced audiovisual work for at least two years. The rebate is paid to the foreign production company.
In practice an international producer runs this through an Estonian production service partner, who applies on the production's behalf.
There is no deadline — you may apply at any point in the year. A decision takes up to 40 days. The audit runs 30 days, and payment follows within 10 days of approval. Budget roughly three months from application to cash in hand, and remember the fund is being drawn down by other productions throughout.
